Spence was unfancied by former Boro boss Neil Warnock, who sent him out on loan to Forest last summer, but his superb season at the City Ground has made him one of the highest-rated young defenders in England.
He was a member of the Championship team of the season after making 46 appearances across all leagues as Steve Cooper’s squad earned play-off promotion to the Premier League.
Spence is expected to become Conte’s fourth acquisition of the transfer season, following Yves Bissouma, Fraser Forster, and Ivan Perisic. Tottenham is hoping to complete their business early this summer.
